Paying for tenant relocation during construction due to pipe leak

I'm new to this landlord thing. Rented to difficult tenant from the get go. Pipe leaked, possibly faulty; only effected a portion of living space (guest room, guest bathroom and laundry area) Balance of apt fully livable- HOA said as much. She insisted that she could not live there while reconstruction was being done. I agreed to pay for one-week relocation at nearly double the per diem loss-of-use prorated rent amount. Not good enough for her..What is fair to offer? my insurance will only cover loss-of-rent which is half of what she wants. Please help! Much more to this tale...but don't want to complain.

Stand by what you have offered and if it's not "good" enough for the tenant either tell her no to her demands or offer to allow her out of her lease. 

Keep everything you have offered in writing for possible future need.

Do not renew this persons lease when the time comes to do so.
