Too Much Empathy For A Tenant

Please help with advice from an experience investor/landlord. I have a tenant with an ill child( sickle cell). She has used his health as an excuse for 6 months now to delay her past due payments. Can I send the 5 day Pay or Vacate Notice and follow up with a garnishment, if she is more than 30 days past due?  She has been a good payer on the monthly rent, keep home clean and pleasure attitude. She's one month behind plus late fees and there's not enough security deposit to make up the difference.
