Do your tenants pay water / sewer in Multiplex?

Do you have your tenants pay the water / sewer in a multiplex, if there is no meter for each unit? Is it worth it to charge the tenants vs. increase the rent? How do you determine the price and how to split it up if all of the units are not the same size?
