First real state investment

Hello BP, hope all is well. I writing this in regards of my first investment deal. I will be buying a spacious Duplex house, spacious kitchen and living room stair way up to three bedrooms with 1.5 baths, one full bath upstairs half next to kitchen (same for the next door). the person that had it almost finished the basement it is livable with nice ceramic bathroom, nice living room and potential for rooms. now i don't want to occupy these to make the most profit. Now if I rent these to section 8 do they have to have access to the basement? is there a way to keep the basement to myself? or should i just go with renting to normal renters? I looked bigger and google cant find this please help.
