Baby sitter, stray dog, trash in yard

Hello all,

I have some tenants in a property and the main person on the lease is very response.

I drove by the property and found a dog outside. When I asked about it, the tenant said it was a stray that 'stuck around'. I did notice a dog cage on the side of the house along with some crates, that I consider to be trash.  Lastly, every time I go to the property the babysitter is there. I'm assuming they moved in a relative...

What should and can (legally) do with these potential issues I'm finding?
