Seeking Section 8 Guidance - (Austin area PM)

I'm new to the Section 8 program and I've done a fair amount of internet research but still can't find definitive answers on how to apply for section 8, assuming that I need to. I'm currently on hold with some sort of HUD office that I've been directed to but who knows if they'll ever pick up and I'm not counting on solid feedback. Looking for any feedback that will guide me down the correct path. Thanks.
