Zoning Variance & Permit Set Drawings

When applying for a zoning variance going from RS5 to Triplex/Multi and doing a gut renovation how detailed do your permit set drawings need to be in order to get approval from ZBA and local neighborhood meeting? (Do they need to include details like electric, plumbing, etc. or just layout and measurements? )

Is it necessary to also provide 3D renderings for inside and out?

The reason why I'm asking is to increase my chance of approval without over doing it and not spend money on things that are unnecessary. Also is it worth hiring an architect for this work if I have a contractor that will be taking on all the details?
