Section 8 question concerning income

Hello! I have a question concerning section 8 in Grand Rapids, Mi. My aunt doesn’t understand computers so I’m trying my best to ask here for her. At the moment she barely has an income, but isn’t disabled. She makes approximately $350-400 for her and my 7 year old cousins. She applied for section 8 a year ago and just recently got papers to send back and all that good stuff. She is looking ahead and found a place she’s really interested in. She contacted to be sure they take section 8 vouchers. They responded to her as to say they do accept them, except they use them as income - isn’t that what they are used as to begin with? Well.. they also said something about the tenant having to make 3 times the rent along with that voucher. The apartments range from $894-905 and up. How does that make sense with a section 8 holder? How would they make that?? They said they won’t sign a HAP contract [whatever that is], but will submit to inspections and what have you.. im unsure how much her voucher would be for at this point, but can someone point me in the direction of answering if she will qualify at this place? I don’t want her to get her hopes up if she can’t or won’t. Thanks!
