Texas. Question about the rental process.

Newbie here. We our in the process of renting out our first property. Somebody filled out our pre-screening questionnaire and if they answered honestly they meet the basic qualifications but we feel like it would be a lot of people for a small house. Since they haven't actually applyed would we be stepping afoul of any laws if we were to just ignore them? How would you more seasoned landlords handle this situation?
