Rooms for rent issue

My husband died a few years ago. I have since been renting out rooms in my home in order to make the mortgage. It has been going ok until now. I have had the usual move in and move outs, but with a security deposit, I have lessened the brunt of move outs.

My problem is in dealing with a renter that has taken me up on using shared/common areas to an extreme. He is now out of work and driving me crazy. My fiance' wants to set him straight all the time - running us out of ice, intruding when there is company (rare), spitting chew in a cup that has tipped over, keeping his iced tea out and one of the cats spilled it all over including below the sink. These are just a few of the problems with him. My fiance' is under the impression that if he makes it difficult/unpleasant enough for him, he will leave on his own accord.

I know I am limited to what I can do because there is the threat that he could choose to report us to the township, as I am doing this without proper permit as this is a SF residential area.

Any suggestions?
