3rd Noise complaint from tenant in second floor! What should I do

I’ve been dealing with various complaints (on a fouplex) from the tenant in first floor about upstairs tenant making too much noise, he says that basically all day and even at night they are getting too much noise. The tenant in second floor is a couple with a 4 year old girl and I have notified them about the complaints from the tenant downstairs, but seems like nothing is changing. Does anyone know what to do in this type of situation? Thanks!
