question about deposit charges from leasing agent

I am reviewing my property management agreement with my leasing agent. She will charge me 1/2 of 1 month's rent. In addition, the agreement said that "Agent shall collect and deposit all security and damage deposits from tenants $300 of such deposit shall be deemed non-refundable and will be deducted from the deposit collected and remitted to the Agent".  In another word, she will also charge me $300 from the deposit, and the total charge will be 1/2 rent + $300. Is this a typical from a leasing agent to deduct $300 from the deposit?
