Noise complaint from lower tenant

The lower tenant is always complaining how that they can hear the 2nd floor tenants walking, running etc.  They want out of there lease it’s so loud.  They pound on the ceiling to get the tenants from upstairs to stop from essentially moving.

I have listened to the noise you can hear it but I think that are exaggerating the situation but in fairness to them it’s annoying.

Solution: Insulate the floor between units.

Anyone ever had to do this before.  Appreciate any thoughts.
