Fourplex tenant wants to change units

Hello BP community! I am a relatively new investor. One of my tenant's just vacated their upstairs unit in my fourplex. The tenant downstairs asked about moving to the upstairs unit that was just vacated. Both units need work. Any suggestions or thoughts? Thanks!

Seems like a great opportunity if it is a good tenant. You just need to determine what the appropriate rent will be upon completion of the work upstairs so you can let them know that it will be renting $XX. Then you can immediately move downstairs and work on the newly vacant one. 

I think there may be a chance they won't want it for the higher, renovated price. But that is no loss.
