Rochester NY: Section 8 Questions

Hello everyone, 

I am looking into purchasing a multi-family home in the Rochester within the next 12 months (after graduating from MBA program).  As a new graduate with a minimal amount of capital to make a down payment, I am thinking of purchasing a low-income multi-family in a neighborhood such as 19th ward. From youtube videos and forums, I am thinking section 8 may be the best opportunity to get the best return. Has anyone in Rochester area had experience with this that can help answer a few of these questions:

1) What is it like working with Rochester's section 8 department? 

2) What are the average rent rates for section 8 in Rochester? Have there been any trends of upward or downward rents?

3) Is there a high demand for section 8 housing in Rochester? High supply?

Welcome-

1) They are fine to deal with.

2) Depends on bedrooms, baths...etc  need more detail on that question.

3) Yes.  There is a large demand for all housing in Rochester in my opinion.
