Water bill high because of leak

Hello all,

I have a tenant that was away for about 2 months, and it seems her bathroom tank kept running. 

I got the water bill (I pay for the water), it was almost 4 times the regular amount, and the water department told me that they can see it was a leak (With their new smart meters). I was wondering if anyone knows about not having to pay, or not paying the full amount.

Iv'e heard that in NYC you may not have to pay if there was a leak. Does anyone have any info on this?
