Do all landlords pay for water in Chicago?

I've been living in Chicago for a while now and I never heard of tenants paying for water. Do landlords in Chicago have to pay for that by law? Or do they chose to do so because it's cheap and use 'them paying' as incentive?

@Pierre-@Sebastien Beauboeuf In the city, yes, its typical that landlords pay water (though not required by law). Not so much by choice, but because its what the market is used to. If you try to charge for water, applicants won't be interested even if you offset the rent by more than they'll pay in water because it will feel more expensive than what they are used to. Just another expense that has to be worked into your calculations.
