What professional can I go to for questions?

I have a property and am trying to decide how much renovations I should have done if any. The house is built into a hill single story and the concrete wall is bowing in. I don't want to put alot of money into a dump. Does anyone have experience with this? Also, is there companies or individuals out there that specialize in assessment of risk for further investment in property?

The bowing wall has to be addressed; first they bow - then crack - and then worse.  The liability is too great to leave it as is.  If it's cause by the drainage issue which is a common cause, fix that first. Then find a way to anchor the wall (google topic then choose "images" versus "All" that is the default).  We have these issues and more in Florida due to our limestone and sand sand.  Foundation companies are in every neighborhood daily - but many homeowners/investors have found that there are many anchoring options that are effective as long as the drainage/soil are addressed first.  (Average cost of foundation work on bowing wall by contractor:  $14,000).

Look for a structural engineer. If your PM can't refer you to one, just do a Google search.

I had the PM company walk through and they said only minor improvements to make it rent ready. The bowing concrete wall is the only thing eating me alive. The house is built into a hillside and I'm afraid more damage may occur, however the home has been standing since 1982. I know for sure I need to correct the drainage behind the home but I'd rather not pay for any foundation work if possible. I don't think the house is worth it for the cost.
