How does a tenant evict a subleasor?

Question

My cousin in law at a on campus apartment has a roommate who is not paying rent. I haven't looked at the sublease yet, but should she have the right to evict the roommate just like a landlord? And would she go about it the same?
Also her friends have recommended her doing things like changing the locks and such. As a landlord I would never do this, but can a tenant get away with it (assuming the management looks the other way)

She got the room and signed the lease. When she got a roommate the management company had the roommate sign a sublease, which is odd to me.
The roommate is not paying rent, and the management, strangely enough, seems to be favoring the roommate.

With the Campus Apartment does a management company sign up multiple tenants for the room and they each have a lease??

OR

Did your cousin in law have the room to themselves and decided to lease a part of their room out to save money??

Is a sub-lease even allowed with the lease your cousin in law signed??

As you can see many possibilities.Which action to take will depend on the circumstances.

Eviction law is the same throughout the state of CA. If tenant is lessor they should be able to evict same as landlord?
Those laws apply to landlords, not tenants, right? I've been advised before that in domestic disputes I can't change the locks, (or better not) but the spouse can.

Changing the locks is bad advice and probably illegal like here in Texas unless certain procedures are followed...which include leaving notice where the tenant can get a key.  Don't know what this lease says but it should have remedies for default.  Those need to be followed and so do the tenant laws in that state.
