How does a tenant evict a subleasor?

My cousin in law at a on campus apartment has a roommate who is not paying rent. I haven't looked at the sublease yet, but should she have the right to evict the roommate just like a landlord? And would she go about it the same?
Also her friends have recommended her doing things like changing the locks and such. As a landlord I would never do this, but can a tenant get away with it (assuming the management looks the other way)
