Can new landlords do next day eviction?

The mobile home park my friends live in just got new owners or managers. They haven't paid rent in God only knows how long because they apparently had a verbal agreement with previous person not to pay rent until water and electric were properly working. The new people are fixing up the park and are evicting people, the entire mobile home park is month to month. They told them they wanted them out by tomorrow otherwise they were calling the police. Can they do this? Is it legal?

@Beverly Hardee  If they have a lease, then it carries over with the new owners.  If it is month to month, then the owners need to give whatever notice the contract states/local law requires.  If the tenants haven't paid rent, then the owners can serve them with an eviction notice.  The police usually don't interfere as it is a civil matter.
