Contacting tenants from tax property

I purchased a property in the Wayne County, Michigan tax sale a few months ago and received the quitclaim deed last week. I'm located about 4 hours away, so I'm hoping to take care of as much as possible remotely. When I drove past the house about a month ago, it appears that there are tenants in both units (two family flat).

How should I approach contacting the tenants and verifying my ownership? My goal is to continue their existing lease (presuming there is one), but I have no contact with the previous owners. I'm thinking of sending a letter to each apartment addressed to tenant, asking them to contact me about setting up a new lease. Is this a good strategy in this circumstance?
