Liability for steep stairs

I am looking into buying a property but it has one of those old steep staircases circa 1890s

If I carpet the stairs and put up bilateral rails am I still on the hook for personal injury if it occurs?

What can I do to make it safer for tenants and for me?

I have one of those old homes. I carpeted them and put up code legal handrails (look it up) The city said they were existing so didn't make me rebuild them. I also put up two signs saying 'steep stairs, watch your head'.

But hey you can always be sued.....just 'insure up' to CYA....
