Chimney repair (crown, few tuck points, cracks)

Issue: water is leaking through the joint of boiler/water heater exhaust pipes and the Chimney in the concrete wall in the basement.
one contractor gave me the job detail and a quote of $1200 to fix the issue as follows:

1. Completely Remove the existing cracked crown and rebuild a new one

2. Tuckpoint few of the very visible brick points/mortar joint ( not the whole chimney)

3. Temporarily wrap the crown with plastic material to prevent water leaking because It's cold now so crown rebuild can not be done until weather is right/warm enough

4. Create a weeping point to drain any trapped water from the chimney

5. Seal few cracks in the patio around the chimney base on the ground and a small crack on the foundation wall to prevent water to get into 

6. Seal the joint around exhaust pipe in the basement
