Property manager wants to keep pet fee

Management company wants to keep pet fee, I want to claim the pet fee and be responsible for any damage. Please advise.

Is it a fee or a deposit, if it is a fee you keep it, if it is a deposit the management company will hold onto it and it will be returned to the tenant if there is no damage when they move out.
