Getting a Roommate in a property I own

Hi BP. I have a client who recently purchased a duplex and is currently occupying 1 unit. He wants to rent out 1 bedroom in his unit. He obviously wants to rent to someone he likes but is worried that if he excludes a qualified candidate he might be breaking fair housing rules. Any insight would be very helpful. Property is in Wisconsin.
