Multi unit mailbox lock/key

Brand new landlord here! (2/11/2020!). It’s a 4-unit and one mailbox has a busted lock. Looks like a pretty easy fix from my googling.

3 occupants in this unit, never got a key from previous management company. (And you know, sure, maybe they did, maybe they didn’t. Either way-easy fix).

My question, jarringly simple probably, but I’m a newbie you know.... is do you give 1 mailbox key per *unit* or per *occupant*?
