How to Structure a Lease for Section 8 w/o utilities

I have a 4plex that only has one water meter, two of the tenants are on section 8. How do I structure my lease to pass the water bill on to my tenants.

@Kenneth Garrett could have a flare rate charged to all tenants and added as an addendum in the lease.
