Tenants REFUSE to pay rent

I have 20 units.. For most part, tenants are usually good getting rent paid.

Stimulus plan is irrelevant if there is no consequences to not paying rent! They've banned evictions. So the tenants are not paying. Now what?

@Joe Odonnell  Those who can will pay what they can for rent.  Once this is over they don't want an eviction on their record and they will need to pay back the rent.  I doubt the courts would be enforcing the no rent from the deposit rule if a tenant owes money in this situation.  There are resources available to help people though it might take a bit of time to get it out.
