Tenants and Los Angeles RSO

So here is the situation. I'm working with a landlord who has a ORAL AGREEMENT with tenants for his property. He wants to retire. The tenants don't want to move. The Duplex (front house and back house) fall under the los angeles RSO. Tenants are extremely unpleasant to deal with. Has anyone dealt with this before? What are his options?
