Tenant with Service Dog
If the tenant has a service dog to help with anxiety, seizures, or something of that nature.

No. Having a service animal or emotional support animal, etc., is never a reason to get out of paying rent. Being disabled does not get you out of paying rent.
Tenants are very rarely not required to pay rent, and it's usually related to a landlord not doing maintenance. And even then, sometimes they have to put their rent into an escrow account while they get a magistrate or the court involved, etc. The processes are very specific and if the tenant doesn't do it right, they can be evicted.
