New tenant approval process in AZ

Hi Everyone, I am quite new here and helping my friend rent out her furnished condo in Phoenix. After she approved a tenant, can others still apply, get approved, and sign a lease before the first tenant provided that she gets a better offer from others? She has another tenant wanting to apply and prefers the condo furnished compared to the the first approved tenant who prefers the condo unfurnished.
