Section 8 ins and out

I got a tenant with $870 for a 2 bed on a voucher in Louisville with her and her son. My asking rent of $850 includes water, sewer, trash.

The unit does have a gas water heater, gas range, dishwasher, fridge, and two window AC units I provide.

Do you know if Section 8 would approve $850 if I make the tenant pay her own LG&E, which is the local electric/gas company (that bill would definitely put her over $870 all in)Or does the voucher price generally represent the max the tenant can pay including ALL utilities? Oh, by the way, the tenant is unemployed and her portion is 0 dollars!

 Also I am aware of the fair market rent and I did a 1 mile radius and I am good on that. Also the unit is pretty new in a gentrifying area.
