Too many pets in cramped apartment. What would you do?

My rental has 3 roommates. The one who has been living there for 5 years already has 2 dogs. The 2nd tenant begged to have a dog as she is registering it to be a service dog (I hesitantly agreed ok. Now the potential roommate is now saying he has a service dog. That is a total of 4 dogs and 3 people in a cramped 3 bed/1bath. Can I deny his application because of the animal capacity being too high?

Your stuck on the service dog if it’s true.  Require documentation on the service dogs.  Make sure it’s not some online paperwork where they paid $100.  You can require proof.  In general it takes two years to train a service dog.
