Separate electrical and gas meter for ADU in San Francisco

Hi all, I have a question here:

I had an ADU (converted from garage) in San Francisco. I want to Separate electrical and gas meter for the ADU, so that the tenants in the ADU could pay for their own PG&E bills. Since I have already had the ADU built, do i need a separate permit to install a panel? And how much will it cost for PG&E? Thanks a lot！
