Shared Laundry - Electricity Charges

We own a duplex and the laundry is shared in the basement. We just identified that the electricity for the laundry is being placed on one tenants energy bill. In situations where laundry is shared, how are electricity expenses being split?

Typically the laundry area is in a common area and therefore the landlord pays for the electricity.  Not sure how you would split it any other way when it’s impossible to determine the use.  It’s the same as the water usage.
