HUD building property managment approval

Hi
I wanted hear about people's experience getting approved by HUD to be a property management company for a HUD-operated building. (This is not a Section 8 unit, the whole building is controlled by HUD). HUD told me that one can only manage the building if they have prior experience, so how does anyone ever start?
