Do landlords in Massachusetts have to pay for water?

I was just trying to figure out the costs I would have for a property the duplex is hooked up with separate meters for both units. I am pretty sure the property has city water so I didn't know if the landlord would have to foot the bill for it and then bill the tenants or the bill would go directly to the tenants.
