An actual free background / reverse phone number check service?

Is there an actual service / website out there that provides free background or reverse phone number check? I'm looking to do something on the cheap for a contractor I intend to hire.

Everytime I Google something like that I get these annoying links that claim they're free, then you click on them and they want your credit card number for one reason or another.

If there isn't such a thing, what would y'all recommend for a paid service? The cheaper the better!
