Phoenix Area Short term rentals

I'm looking into short term rentals in the Scottsdale, AZ area and keep hitting the 30 day min rule phx has. Any tips for areas/communities/ HOAs that allow short term rentals? Seems like vacation rental owners might just be paying HOA fines instead of going through this hassle. I've contacted like 40 HOAs and only found like 4 that allow short term rentals.
