Finding a good rental value

I've been told by fellow investors that there is somewhere you can look up public rental rates for your county or city. I haven't been able to find this anywhere. They say it is either held by the county or you can look up IRS rent values since people have to report that on their taxes. I live in Texas. Does anyone have a clue what they're talking about? And can send me to the correct resource or website?
