West New York County , NJ - rent control question

Hi, everyone

I want to invest a three family in west new york. Is anyone knows how to verify if the property in west new york registered as rent control?

If the current tenant has super low rent, m2m, can current owner sign a new m2m with the tenant?  

Or how can I minimize the risks?
