How does Back@Home NC help landlords

Back@Home NC is a program administered by the NC Department of Health and Human Services. The media, in the context of  Covid,  is reporting that the program provides financial relief to some landlords whose tenants are at risk of homelessness.  Has anyone had experience with this program? If so, will you share? Does anyone understand how this program can help landlords? Interested in relation to Covid only. Thanks!
