New builders next door built a fence on my property

I just recently bought a brand new Duplex in Tucson,AZ and the builders next door put up a fence on my property. The fence is stealing about 4-5 feet into my property according to the surveyor. The build next door is a single family home and is currently for sale. 

What are my options to solve this problem? I am a new investor and this is my first hurdle. For some reason I thought if I bought new I wouldn't come across any problems, boy was I wrong!

I had a neighbor put up a wood fence with an electric wire on my personal property in CA.  I knocked on her door and told her she was on my property and I would show her where the survey markers were if she wanted to know where the boundaries were.  

She was a realtor and declined, said she did not care where the markers were.  Said I could sue her to have the fence removed.  I took my chain saw to the fence when she was at work.  I cut the fence right at my property line where it crossed into my property.  Threw the fence posts and pieces that were on my property into her yard.  

She noticed when her electric fence did not work.  She came over and asked me what I did to her fence.  I said 'what fence'.  Then later I told her 'if you are upset about something just sue me!'  Never heard a word from her about the fence again.

2 weeks later I had a heavy duty chain link fence put up 4 inches into my border so she could not attach or use it, making a gap.  Planted climbing roses and raspberry bushes with thorns on that fence.  Looked pretty!

So, well, I would just ask your neighbor/builder and if no appropriate reply, remove it and give it to them.
