What can i do about dirty Neighbors

How do you deal with neighbors dumping trash in your backyard. I have camera footage showing them dumping trash in my back yard over my fence, i have reported the matter to baltimore 311 but they are absolutely the worst in taking any action. There must be something i can do providing i have them doing it on camera. i cant figure out how to upload a video in this thread
