New Jersey Stop Order on a Multi

I recently bought a multi-family (two-family) in NJ and was trying to update the unit I wanted to live in. Mid work we received a stop order and was told we need to do an inspection walk-through before continuing to do any work. Does anyone know what this process is like if they find unpermitted work? How much are the fines generally? Should I speak with an RE lawyer?
