Stealing Trash Cans?!?!

Question for those in Property Management: What is the deal with the big lift-type trash cans getting stolen? We are still literally digging out some streets here in Toledo from the snow this week, and we've had several complaints from people getting their trash cans stolen. Seriously people... Anyone else seeing this?

In our "D" neighborhood properties this was a problem. Based on a couple of witness reports, we believe it was the people from a homeless encampment stealing them to roll around and collect recycling to take to the recycle place down the street. We ended up getting a dumpster. Now we constantly deal with dumping. Trash (removal, dumping, litter) is one of the hardest things about investing in "D" neighborhoods.
