help: getting unpaid rent back

Tenant has not paid rent for months, and I can't get him out due to COVID moratorium. Recently the lease expired and he moved out, leaving a lot of damage. When adding the missing rent & the repairs, I am looking at ~$8000. Like to get some advice in BP. The property is managed by a property manager. I am not happy with the manager either for many reasons, and want to move to a different manager. 

Questions:

- What's the chance that I can get the tenant to pay for the missing rent and damage? How do I go about doing it?

- If I move to a different manager, would it hurt my chance of getting the missing rent back? E.g., I know the name of the person but  no SSA, the manager probably does.
