Creating an ADU in basement

We recently purchased a 6000 sqft house as our primary residence in Everett Washington. The basement is 1700 sqft and we planned on making it a 2 bedroom 1 bath ADU. We have engaged a contractor and he contacted the city and was told that the max size is 1000 sqft for an ADU in Everett. We would like to utilize the entire space if possible. The basement has a great view of the Puget Sound so rent potential is very good but 1K sqft size limits that.

Does anyone have suggestions, can we just put in a kitchen and not claim it as an ADU?
