New purchase eviction advice

Hi, I just recently purchased a home in San Diego that was suppose to be vacant. The seller said they gave 60 day notices and tenants agreed to move out at close. I closed on the property and received the keys which didn’t work. The house still looked occupied so I tried serving a trespassing notice. After several failed attempts I finally made contact with occupants with a police escort. I was not allowed in the property they claim there is no hot water, rat infestation, etc but wouldn’t give me a key. They also said the previous owner agreed to give them money to leave and they wanted to be paid and gave me their lawyers contact. 

I’m unfamiliar with current options given covid and eviction in San Diego and if anyone has any recommendations. I have a lawyer and I’m looking into an eviction but I don’t even have a lease with these people and they seem to have many many people living there (sub leasing) along with no intent to actually having stuff fixed/repaired and pay anything.  

Also prior to closing termite report was good and so was the VA appraisal and inspection. Thanks for your time and advice.

Going after the seller might be another avenue to look into.
