Termite fumigation - tenant occupied

Hi! We are considering purchasing a duplex (in Calif). Pest report indicates presence of termites & need for fumigation. Property needs to be vacated for 3 days & 2 nights. One unit has a tenant. What happens if tenant refuses to comply? Does landlord need to pay for temporary housing for tenant? Would love to hear your thoughts!
